When it comes to frozen Russian money, the Europeans have a bold idea. Instead of the US controlling $100 billion of Russia’s frozen assets and taking half the profits from rebuilding Ukraine, the paper says, "Ukraine will be fully reconstructed and compensated financially, including through Russian sovereign assets that will remain frozen until Russia compensates damage to Ukraine." This means Russia’s money stays locked away until they make things right, no sneaky splits on profits here. The US had wanted to use some of these funds for a special investment vehicle between the US and Russia, but Europe’s plan pushes back hard on this.
