Texas AG Ken Paxton Investigates Three Firms for H-1B Visa Fraud Using Fake Offices

Texas Attorney General Ken Paxton has launched an investigation into three North Texas companies suspected of defrauding the H-1B visa program. This comes one day after Governor Greg Abbott imposed a freeze on H-1B hiring in state agencies and universities.
Paxton ordered these companies to submit documents detailing their employees and job roles. He referred to reports and a local journalist Sara Gonzales' site visits that revealed empty offices or offices registered at private homes for these firms.
Paxton said, "Any criminal who attempts to scam the H-1B visa program and use 'ghost offices' or other fraudulent ploys should be prepared to face the full force of the law." He added, "Abuse and fraud within these programs strip jobs and opportunities away from Texas. I will use every tool available to uproot and hold accountable any individual or company engaged in these fraudulent schemes."
Sara Gonzales’ investigation showed one business using a single-family home as its office and listing an empty, unfinished building as its working address. These companies allegedly sponsored many H-1B visas without providing the advertised products or services.
Though Paxton did not officially name the firms, he hinted they include two companies with Indian owners that Gonzales featured in her viral video: Qubitz Tech Systems LLC, which has 13 H-1B employees, and 3BEES Technologies, with 27 H-1B visas approved between 2022 and 2025.
After the video gained attention, 3BEES Technologies updated its website, stating it is an IT consulting company, and employees work at client sites, not at the listed office address.
Experts have warned this could be a false alarm since IT bodyshops legally hire H-1Bs and place them at client companies, as long as they follow rules.
The Governor's freeze on H-1B hiring applies only to state agencies and universities under his control. Private businesses and local governments are not affected. Still, Paxton’s investigation signals increased scrutiny of H-1B abuses in Texas.
