PIL Filed to Seal Coromandel's Ennore Ammonia Terminal After 2023 Leak

A public interest litigation (PIL) has been filed in the Madras High Court demanding the sealing of Coromandel International Limited's (CIL) ammonia terminal and subsea pipeline at Ennore, Chennai. The PIL was filed by former MLA of Tiruvottiyur, K. Kuppan (71). The court will hear the petition on January 12, 2026.
The petitioner seeks an immediate halt to ammonia transfer, storage, and related hazardous activities at the Ennore facility. He also wants Chennai and Tiruvallur district Collectors to pay complete compensation to people affected by the 2023 ammonia gas leak.
On December 26, 2023, an undersea pipeline carrying liquid ammonia at Ennore was damaged. About 67 tonnes of ammonia leaked in 15 minutes. Sensors failed to detect the leak in time. Over 52 locals were hospitalised with symptoms like eye irritation and breathing difficulties. The ammonia concentration was five to ten times above safe limits, the petitioner said.
He added that 1,860 fish from 18 species, weighing 187 kg, died across nine fishing villages due to the leak. The government had temporarily shut the terminal and fined CIL ₹5.92 crore. Kuppan called the fine just a "token amount" and demanded sealing of the terminal and pipeline.
He compared Ennore’s situation to the 1984 Bhopal gas tragedy citing aging infrastructure, failed safety systems, and dense population near the plant. He alleged CIL operated without valid environmental and coastal regulatory clearances and violated rules under the Water Act. The CRZ clearance from 1995, initially given to EID Parry (India) Ltd., does not cover the current pipeline setup.
Kuppan stated India's 2006 Environmental Impact Assessment (EIA) rules require fresh clearances with risk assessments and public hearings, which CIL has ignored. He called the 2025 attempt to transfer clearance to CIL "ex-facie ultra vires." The court is set to review these issues soon.
