India's Unemployment Rate Falls to 4.7% in November 2025, Labour Participation Hits New High

India's unemployment rate for people aged 15 and above fell to 4.7% in November 2025, the lowest since April's 5.1%, according to the Periodic Labour Force Survey (PLFS) released on December 15 by the Ministry of Statistics & Programme Implementation (MoSPI). The Labour Force Participation Rate (LFPR) increased to 55.8%, the highest since April. The rise was mainly due to rural areas, where LFPR climbed to 58.6% from 58.0% in April and 57.8% in October. Meanwhile, urban LFPR slightly dipped from 50.5% to 50.4%. Female participation showed steady growth, rising from 32.0% in June 2025 to 35.1% in November, mainly due to gains in rural areas. Rural female LFPR increased from 35.2% to 39.7%. The Worker Population Ratio (WPR) among rural people went up from 55.4% to 56.3%, while the overall WPR rose from 52.8% to 53.2%. Urban WPR was stable. Rural female WPR improved from 36.8% to 38.4%, helping raise overall female WPR from 32.5% to 33.4%. The rural unemployment rate reached a new low of 3.9%, and urban unemployment also fell to 6.5%, matching April's lowest figure. Male unemployment declined to 4.6% from 5.1% in October. Among females, it dropped to 4.8% from 5.4%. The survey covered 3,73,229 people across rural and urban areas. This data highlights improving job prospects, especially in rural India and among women.
