Karnataka Pioneers India's Orange Economy with AVGC Policy and Big Job Targets

Karnataka was the first state in India to launch a dedicated policy for Animation, Visual Effects, Gaming, and Comics (AVGC) in 2012. IT-BT Minister Priyank Kharge said this move came well before the subject got attention from national leaders. The Orange Economy includes creative sectors like culture, arts, animation, gaming, digital content, and more. It drives innovation through creativity and intellectual property.
The state has created thousands of high-end jobs and supports over 300 AVGC-XR studios working on Hollywood movies. A world-class Centre of Excellence there contributed 20% to 50% input to many Oscar-winning films globally, Kharge said.
"If anyone really understood the employment scope and economic potential of the Orange Economy, it was Karnataka, not now but years ago," said Kharge. The global creative economy is worth $2 trillion. India’s Orange Economy potential is currently $35 billion. India’s AVGC export hit $11 billion last year, excluding IT services.
Karnataka accounts for over half of India’s AVGC exports and employs more than 15,000 professionals. Bengaluru’s talent in digital content, gaming, VFX, XR, AI, and real-time tech supports this growth. The state targets creating over 50,000 new AVGC jobs by 2028.
Kharge also announced Bengaluru GAFX 2026, Asia’s largest AVGC exposition, to be held from February 27 to March 1. The event’s theme is 'Evolution Reloaded'. It will gather creators, studios, artists, investors, and industry leaders from around the world.
Biren Ghose, AVGC expert and president of the Association of Bangalore Animation Industry, praised Karnataka’s policies. He said, "The future of storytelling belongs to humans who can command new intelligence, including AI."
