Gujarat Faces Allegations of Mass Fake Voter Deletions in Form 7 During Roll Revision
February 2, 2026
Gujarat is in the eye of a storm over alleged mass submissions of false Form 7 applications to delete names from electoral rolls during the Special Intensive Revision (SIR). Several voters say their names, phone numbers, EPIC numbers, and signatures were wrongly used on forms they never authorized. Some report signing hundreds of forms, misled to believe these were for adding names, not deleting. Opposition parties like Congress and AAP accuse BJP leaders of targeting opposition and minority areas by submitting pre-typed forms in bulk. They argue that many listed mobile numbers do not belong to the named voters and come from other states. BJP denies these claims, calling the process transparent and free from their influence. The Election Commission says any voter can submit Form 7 objections, but filing more than five requires special scrutiny. Voters from Rajkot, Dwarka, and Ahmedabad districts told The Hindu they never authorized these deletions despite their names and signatures appearing on such forms. For example, Maitra Maheshbhai from Rajkot said, "No, I am not aware of any such form, and I did not submit any." Similar stories came from farmers like Mansukh Kadavala who said forms submitted in his name had wrong contact details. In Junagadh, a BJP councillor filed an objection to remove folk artist Mir Haji Kasam Rathod's name, causing controversy. Residents in Ahmedabad’s Gomtipur area were pressured to sign hundreds of forms under false promises. Arbaz Khan, a steam press worker, said, "On January 11, we were taken to the office-cum-residence of a local BJP leader, where he asked me to sign 700 forms, saying they were for inclusion of voters... Later, a BLO informed me that the forms I had signed were for deletion." The SIR exercise recorded high numbers: on January 29, officials claimed 6.88 lakh addition applications and 9,88,621 deletion forms, but two days later stated only 1,83,235 deletion applications were filed. The Electoral Officer explained that after field checks, final decisions are made before publishing figures. Gujarat’s voter list shrank from 5.08 crore to 4.34 crore after December revisions. In Anand district’s Vehrakhadi village, nearly 1,000 deletion forms surfaced. Residents protested removal attempts, with Saiyad Hazrat Ali saying, "Applications were filed to delete 20 votes... They cannot snatch away our constitutional right." Opposition leaders call this a “threat to democracy” and accuse BJP’s state HQ of sending deletion lists to local officials. State Congress chief Amit Chavda demanded legal action and CCTV footage of submissions. AAP’s Isudan Gadhvi vowed a statewide campaign against these alleged voter rights violations. BJP's State president Jagadish Vishwakarma dismissed the claims, calling them political ploys to divert from government work and noted large deletions did not happen under Congress government. The controversy continues as Gujarat finalizes its electoral rolls ahead of upcoming elections.
