Students Protest Against UGC’s 2026 Caste Equity Rules Across India

On January 13, 2026, the University Grants Commission (UGC) introduced new regulations to fight caste discrimination called the Promotion of Equity in Higher Education Institutions Regulations. These rules specifically target discrimination against Scheduled Castes, Scheduled Tribes, and Other Backward Classes. However, the new regulations sparked protests from general category students. They claim the rules divide campuses and ignore discrimination against upper caste students. The protests gained speed in Uttar Pradesh, Delhi, Madhya Pradesh, and Uttarakhand. Students marched from the law faculty at Lucknow University carrying banners without political logos to express their concerns. They argued that the regulations allow action against accused students without penalizing false complaints and keep complainant identities secret, which could be misused. In Delhi University, students echoed similar worries, fearing more caste-based division. Several BJP leaders also opposed the rules. Petitions challenging the changes were filed in the Supreme Court. On the 16th day of protests, the Supreme Court stayed the 2026 regulations, asking the UGC to revert to its 2012 version. Despite this, anger remains high with calls for a nationwide strike on February 1 demanding full rollback. Students shared their messages and slogans via social media, highlighting divisions on campuses. The controversy unfolds as Uttar Pradesh nears Assembly elections, putting pressure on political parties linked to upper caste voters. Meanwhile, the UGC’s updated rules also include stronger penalties for institutions violating caste discrimination policies and establish equity committees with fair representation. Yet, implementation gaps persist with only a fraction of the country’s institutions complying fully. The debate continues as students, educators, and political leaders clash over the best way to ensure fairness and unity on campus.
