APCR Flags Rising Communal Violence and Exclusion of Muslims in Uttarakhand

The Association for Protection of Civil Rights (APCR) released a report on January 21 highlighting the rise in communal violence and exclusion faced by Muslims in Uttarakhand. The report, titled ‘Excluded, Targeted, & Displaced: Communal Narratives and Violence in Uttarakhand,’ points to systemic targeting driven by “hate politics” and the weakening of constitutional protections. It documents incidents from 2021 to 2025 including physical attacks, economic and social boycotts, and the misuse of state power to spread hatred.
The APCR team, including lawyers, former bureaucrats, journalists, and activists, detailed events such as hate speeches at a Haridwar 'Dharam Sansad' in 2021 and communal clashes in Uttarkashi’s Purola in 2023 over an alleged "love jihad". It criticizes campaigns like "land jihad" and "mazar jihad" promoted by the BJP-led state government, along with support for economic boycotts targeting Muslims.
Former Delhi Lieutenant-Governor Najeeb Jung questioned the reasoning behind demolitions and attacks, calling for better police and government accountability. Activist Shadab Alam said the government prioritizes religious division over critical issues like unemployment and migration. The APCR, founded in 2006, urges urgent attention to these growing human rights concerns in the hill state.
