The Tamil Nadu government has decided to reserve certain promotional posts in Secretariat departments for persons with disabilities. This will provide 4% reservation in promotions within departments grouped as ‘one unit’, excluding finance and law. Disabled categories eligible for posts like Assistant, Assistant Section Officer, Section Officer, and Under Secretary include VI, LV, HI, HH, LD (including 0A, OL, BA, BL, OAL, BLOA), CP, LC, DF, AC, Mud, ASD(M), SLD, MI (Mod), and MD.
For posts like Personal Clerk, Senior Personal Clerk, Personal Assistant, Private Secretary, and Senior Private Secretary, the eligible categories include VI, LV, HH (with assistive device), LD (OA, OL, BA, BL, OAL, BLOA), AC, LC (with no limb deformity), DF, and MD. The Record Clerk and Record Assistant posts are open for LV, HH, LD (0A, OL), DF, AC, LC, SLD, ASD (M), MI (Mod), and MD categories.
For Typist and Senior Typist roles, categories accommodated are VI, LV, HI, HH, LD (OL, BL), LC, DF, AC, MI (Mod), ASD (M), SLD (with comprehension, spelling, calculation skills), and MD. This move aligns with the Rights of Persons with Disabilities Act, 2016, which mandates reserved posts for persons with benchmark disabilities.
In June 2023, Tamil Nadu reformed the Expert Committee to identify suitable posts for persons with disabilities across all employment groups. By June 2025, the government formally issued orders for 4% promotion reservation for persons with benchmark disabilities. The Expert Committee later specified which key Secretariat posts would be reserved, covering several administrative and clerical roles. This decision marks a significant step in empowering persons with disabilities in Tamil Nadu’s government service.
