NSW School Counsellor Permanently Banned for Sexual Contact With Students

Victoria Worsley, a school counsellor in New South Wales, is permanently banned from practising after she invited students to her home for alcoholic jelly shots and engaged in sexual contact with them. The Health Care Complaints Commission found Worsley, also called "Toy" Worsley, posed a "significant and unacceptable risk to the health and safety of the public." She counselled 18-year-old Student J and 17-year-old Student M. The Commission reported that Worsley contacted both students outside school hours, invited them home, made alcoholic jelly shots with them, and had repeated sexual contact, breaching professional boundaries. The ban started on 21 January following an interim order from 13 May 2025. The Commission stated: "Ms Worsley engaged in repeated sexual contact with Student J and sexual contact with Student M at a time when she was their school counsellor." She broke clause 13(1) of the code of conduct, which forbids health practitioners from sexual or close personal relationships with clients. The ban covers New South Wales, Queensland, Victoria, South Australia, Tasmania, and Western Australia.
