Andhra Pradesh Unveils SOP for Scientific Urban Drain Cleaning to Fight Floods

The Andhra Pradesh government has introduced a new Standard Operating Procedure (SOP) for cleaning urban drains across all Urban Local Bodies (ULBs). The SOP, shared by S. Suresh Kumar, Principal Secretary of Municipal Administration and Urban Development, replaces the old, haphazard drain cleaning with a planned, technology-based and accountable system. The goal is to stop chronic waterlogging, reduce flood risks during monsoons, and improve public health. The initiative supports Chief Minister N. Chandrababu Naidu’s vision of climate-resilient cities with strong infrastructure and digital monitoring.
The SOP covers every stage of drain management—from mapping and designing to routine cleaning and repairs. It focuses on fixing the root causes of flooding and sanitation problems. "Drain maintenance has long been treated as a routine sanitation activity rather than critical infrastructure management. This SOP introduces a preventive, scientific approach with fixed schedules, digital mapping and strict accountability," said S. Suresh Kumar. Municipal Commissioners will be responsible for following and enforcing the SOP.
Key features include a GIS-based digital inventory of drains, mechanised cleaning with strict worker safety rules, contracts based on cleaning outcomes, involving citizens, and tough action against illegal waste dumping. This new framework promises cleaner, safer, and flood-free urban areas across Andhra Pradesh.
