EU Launches Probe into Elon Musk’s X Over Grok AI Sexual Deepfakes
January 26, 2026
The European Commission has started an investigation into Elon Musk's social media platform, X, over its AI tool Grok. The tool was used to create sexualised images of real people. This follows a similar probe by the UK’s Ofcom. The EU said if X broke rules under the Digital Services Act, it could face fines up to 6% of its global annual turnover. X’s Safety account had said it stopped Grok from digitally removing clothes in places where such content is illegal. Regina Doherty, an Irish Member of the European Parliament, said the Commission will check if sexually explicit manipulated images were shown to EU users. Campaigners called such image generation “unacceptable” and Ofcom’s investigation continues. The EU might impose urgent measures if X does not make strong changes. They also extended a separate probe on X’s recommender systems from last December. Before this news, Elon Musk posted a picture on X mocking new limits on Grok. He called the UK government’s scrutiny “any excuse for censorship.” The Grok account said over 5.5 billion images were generated in 30 days. Investigations are also happening in Australia, France, and Germany. Grok was banned briefly in Indonesia and Malaysia, but Malaysia lifted the ban. Henna Virkkunen of the European Commission called sexual deepfakes “a violent, unacceptable form of degradation.” She said they will check if X respected EU laws or harmed rights of citizens, including women and children. Doherty added, “The European Union has clear rules to protect people online... No company operating in the EU is above the law.” These probes come a month after the EU fined X €120m for misleading users about verified blue tick badges. In response, US officials claimed the EU was attacking US tech firms. US Secretary of State Marco Rubio said the fine attacks all American tech and people. Elon Musk reposted and agreed with Rubio’s statement.
