Karnataka Prisons Restrict Outside Food and Clothing to Tighten Security
January 24, 2026
The Department of Prisons and Correctional Services in Karnataka has issued strict new rules limiting items prisoners can receive from outside sources. This came after reports of special treatment at Bengaluru's Parappana Agrahara Central Prison. Alok Kumar, Director General of Police, Prisons and Correctional Services, ordered all prisons to follow the regulations immediately.
Previously, under Section 30 of the Karnataka Prisons Act, 1963, civil and undertrial prisoners could receive food, clothing, and other items from family or friends. Now, the department says it already provides all basic needs, so outside items are mostly banned for safety and health reasons.
The new rules ban cooked food entirely from outside. Only some uncooked and packaged foods like fresh fruits (bananas, apples, mangoes, guavas, chickoos up to 2 kg per person), dry fruits (almonds, cashews, walnuts, raisins limited to 0.5 kg), and bakery items such as biscuits, cookies, namkeens, and chips (up to 0.5 kg) will be allowed after thorough checks.
Clothing is strictly limited to two pairs each of outer and inner wear, besides what prisoners wear at arrival. Extra clothes found during searches will be seized. Bedding is provided by the prison, so outside bedding is generally banned except one additional blanket, allowed only on request and after security clearance.
Prison authorities must enforce these rules strictly. Violators face penalties under Karnataka prison laws. Staff must also keep detailed records of any confiscated items. These regulations override all earlier orders on receiving food, clothing, or bedding from outside. Superintendents across all prisons must ensure full compliance.
