Bengaluru Traffic Police Collect ₹258.16 Crore in Fines in 2025 Amid Rebate Scheme Debate

The Bengaluru Traffic Police (BTP) collected a huge ₹258.16 crore in fines during 2025, the highest in a decade. This was a 204.03% jump from ₹84.91 crore in 2024. The rise was mainly due to two 50% rebate schemes by the Karnataka government, which brought in ₹134 crore during rebate periods.
However, both police and activists oppose the scheme. A senior police officer said, "The whole purpose of imposing fines is not to fill the treasury, although it is a source of income, but to discipline lawbreakers. Rebate schemes defeat the primary purpose of instilling seriousness among commuters and preventing rule violations."
Road safety advocate Pravar Chaudhary warned that the rebates could encourage rule-breaking and harm safety on busy roads.
Bengaluru faces many violations like signal jumping, speeding, wrong-side driving, and riders not wearing helmets. Not wearing helmets was the top violation in 2025, accounting for 45.14% of cases. The city also recorded 225 pedestrian deaths, highlighting road safety risks.
Another officer said, "People follow rules because they fear fines and police action, not necessarily because of road safety awareness. Rebate schemes erase that existing fear."
Officials noted Karnataka’s fines are already lower than many states. The rebates make fines even lighter and lessen respect for traffic laws. Some violators waited to pay fines during rebate periods, making enforcement harder. This trend rose sharply mid-2025.
Yet, a police officer from the South division said collecting fines is tough as many cases are contactless. Rebate schemes help recover old fines and ease manpower problems.
Citizen activist Rajkumar Dugar called the rebate a useful tool to recover fines but warned repeated use could weaken policing.
Data shows the first rebate collected ₹106 crore, but the second dropped to ₹28 crore, hinting at growing violator complacency.
The debate continues on balancing fine collection and road safety in Bengaluru amid these rebate schemes.
