Haryana Human Rights Commission Slams Slow Probe in Hansi Septic Tank Deaths

The Haryana Human Rights Commission (HHRC) has strongly criticized local authorities for a slow and careless investigation into the deaths of two workers who died in a septic tank in Hansi last year. The two workers allegedly were forced to enter a hotel septic tank without any protective gear, violating Supreme Court rules. The HHRC said this showed a "lackadaisical approach" and a serious violation of the right to life under Article 21 of the Constitution.
The full Commission, led by Chairperson Justice Lalit Batra, stated the case continues despite clear Supreme Court orders banning manual sewer entry without safety equipment. An FIR was filed on October 19, 2025, but the investigation has been slow. The Commission noted the police report did not hold anyone responsible, despite the district attorney's opinion that a crime was evident.
The HHRC has ordered the Investigating Officer and the Hansi Deputy Superintendent of Police (Crime) to appear before it in person with all case records. The Deputy Commissioner must submit a detailed report within six weeks on compensation and rehabilitation for the families of the deceased workers.
The municipal council or gram panchayat of Rampura village must also report on their role in inspecting the hotel and any violations of the Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act, 2013.
The Commission asked the Superintendent of Police to monitor the case and submit updates by January 8, 2026. It also criticized the hotel management for failing to provide compliance reports on safety measures and ordered them to submit these within six weeks.
