On December 19, 2025, two judges of the Madras High Court, Justices R. Suresh Kumar and A.D. Jagadish Chandira, announced they will inspect Chennai’s Marina Beach on December 22. The visit aims to check the Greater Chennai Corporation's (GCC) plan to regulate beach vendors and earn the internationally-recognised blue flag certification. They told Advocate General P.S. Raman the inspection will start at 9 a.m. and ordered officials from the State government, GCC, Collectorate, and Greater Chennai Police Commissionerate to assist. The judges also asked for all revenue records related to the beach, maps of the proposed vendor area alongside the service road, and details of visitor facilities under the blue flag project. After the inspection, the court will decide further steps on January 7. The inspection arose from a writ petition by S. Devi of Chepauk, who wants a vending license at Marina Beach. Justice Kumar recalled a 2020 plan by the GCC to provide about 900 uniform push carts for vendors through a transparent process. However, the project was shelved, and vendors continued unregulated. The judges expressed concern that too many vendors could spoil visitor experience and harm the chances for blue flag certification. “Don’t convert the Marina beach into a Marina bazaar. If you allow thousands of vendors on the beach, where will there be space for the visitors who want to enjoy the sea breeze? If you allow too many vendors, there might be problems in getting the blue flag certification too,” Justice Kumar warned the Advocate General. The court will review the situation after the inspection and give further directions on January 7, 2026.
