India Disposes More Child Sexual Abuse Cases Than Registered, Reaching 109% Disposal Rate

In a historic move, India disposed of 87,754 child sexual abuse cases in 2025, outpacing the 80,320 new cases registered under the Protection of Children from Sexual Abuse (POCSO) Act. This raised the national disposal rate to 109%, a key milestone reported by the Centre for Legal Action and Behaviour Change (C-LAB) for Children. The report shows 24 States and Union Territories recorded disposal rates above 100%, tackling both new and old cases. Seven States/UTs achieved disposal rates over 150%, seven between 121% and 150%, and ten States posted rates from 100% to 120%. Despite this progress, significant challenges remain. As of 2023, India’s POCSO backlog stood at 2,62,089 cases, with nearly half pending for more than two years. Uttar Pradesh leads with 37% of cases unresolved beyond five years, followed by Maharashtra at 24% and West Bengal at 11%. These three alone account for nearly 75% of long-pending cases. The report highlights that delays tend to build early in cases, making quick justice harder. To clear the backlog within four years, it recommends creating 600 more e-POCSO courts and investing ₹1,977 crore, potentially sourced from the Nirbhaya Fund. Purujit Praharaj, Director (Research), India Child Protection, said, "India is now at a tipping point in its response to child sexual abuse. When the system begins to dispose of more POCSO cases than it registers, it starts reducing pendency rather than carrying it forward." He added that timely justice is critical to reduce trauma for child survivors. The report uses data from the National Judicial Data Grid, the National Crime Records Bureau, and parliamentary responses up to December 2025.
