Karnataka Council Passes Seven Bills; Road Safety Bill Sparks Fiery Debate

The Karnataka Legislative Council passed seven bills on December 18, including the Karnataka Appropriation Bill 2025 and the Greater Bengaluru Governance (Amendment) Bill 2025. Among these was the Karnataka State Road Safety Authority Bill 2025. This particular bill faced a strong debate because it removed the cess cap of ₹500 on two-wheelers and ₹1,000 on four-wheelers.
Transport Minister Ramalinga Reddy explained that the change aimed to introduce a value-based cess system to boost road safety. This explanation led to a heated argument between the ruling party and the opposition. The discussion caused the House to adjourn for 10 minutes. After the break, the Chairperson Basavaraj Horatti put the bill to a vote. All other bills were passed smoothly without much discussion.
The other bills passed include the Nadaprabhu Kempegowda Heritage Area Development Authority (Second Amendment) Bill 2025, The Bombay Public Trust Bill 2025, The Drugs and Cosmetic Bill 2025, and the Bengaluru Metropolitan Land Transport Authority (Amendment) Bill 2025.
