Denmark Blames Russia for Cyber-Attacks on Water Utility and Election Websites

The Danish government has blamed Russia for two major cyber-attacks, calling it clear proof of a hybrid war. The Danish Defence Intelligence Service (DDIS) revealed on Thursday that Moscow was behind a 2024 cyber-attack on a water utility and DDoS attacks on websites during local elections.
The water utility attack in Køge caused three burst pipes after hackers changed pump pressure. The DDIS named the pro-Russian group Z-Pentest for this breach. The DDoS attacks, carried out by NoName57(16), disrupted websites before municipal and regional elections in November. Officials say both groups have links to the Russian state.
"The Russian state uses both groups as instruments of its hybrid war against the west," the DDIS stated. "The aim is to create insecurity and punish those supporting Ukraine. These cyber operations are part of a broader campaign to undermine western support for Ukraine."
DDIS director Thomas Ahrenkiel said, "We are very certain these are pro-Russian groups connected to the Russian state." Denmark’s Defence Minister Troels Lund Poulsen called the attacks "completely unacceptable" and said the incidents are being taken "very seriously." The Danish foreign office will summon the Russian ambassador to protest.
Minister Torsten Schack Pedersen warned that while the attacks caused limited damage, they demonstrated that powerful forces could disrupt critical public services. He added, "I think you have to be incredibly naive if you think we are at the top of cybersecurity."
Earlier, Denmark reported drone incursions at airports and military areas in September, labeling them hybrid attacks. These events exposed defence gaps and led to plans for a European "drone wall."
