Hyderabad: Telangana government has filed a writ petition in the Supreme Court. It asks the court to stop Andhra Pradesh and its agencies from preparing the detailed project report (DPR), calling tenders, or executing the Polavaram-Banakacherla/Nallamalasagar Link Project (PBLP/PNLP). The petition also wants to stop Andhra Pradesh’s plans to expand the Polavaram project capacity. Telangana wants authorities like the Central Water Commission (CWC), Ministry of Jal Shakti, Ministry of Environment, Forests & Climate Change, Polavaram Project Authority, and river boards to halt appraising the PNLP reports or approve the project until legal processes finish. Telangana claims Andhra Pradesh’s actions violate the binding Tribunal Awards and the AP State Reorganisation Act. Andhra Pradesh had approval to divert 80 tmc ft water from the Polavaram project to the Krishna river. But it plans to increase this to 200 tmc ft and then 300 tmc ft per year through PBLP/PNLP without proper approvals. The petition says Andhra Pradesh has already started expanding Polavaram for PNLP and submitted a pre-feasibility report to the CWC. Despite the CWC’s instructions not to start the DPR and the need for consent before DPR, Andhra Pradesh floated tenders and completed some bid stages by December 17. Telangana notes the CWC’s appraisal of the project’s flood water use breaks their own guidelines. "The petition is about enforcement of the binding Award of GWDT as the executive actions of A.P. are in violation of the same and it’s not a water dispute and it’s purely legal to be taken up by the court," Telangana said. The Ministries of Jal Shakti and the CWC have warned Andhra Pradesh against these illegal moves. Yet Andhra Pradesh continues, causing Telangana to seek Supreme Court intervention. Telangana said bodies like the Polavaram Project Authority and Get Water Disputes Tribunal aren’t acting, pushing Telangana to ask for judicial orders to stop the project and expansions.
