Thiruvananthapuram Tops Kerala in Uncollectable Electoral Forms During Special Roll Revision
December 15, 2025
Kerala is revising its electoral rolls under the Special Intensive Revision (SIR). Thiruvananthapuram district has the most uncollectable enumeration forms, with 4.36 lakh out of the total 25.01 lakh in the state. Ernakulam comes second with 3.34 lakh, and Thrissur third with 2.56 lakh. This data was shared at a political party review meeting led by Kerala's Chief Electoral Officer (CEO) Rathan U. Kelkar.
The CEO’s office explained that 'uncollectables' are forms that Booth Level Officers (BLOs) cannot collect or deliver. Reasons include voters who are deceased, untraceable, absent, permanently shifted, duplicate entries, or those who refuse to accept the form.
If a voter is found dead during verification, the form is marked accordingly. Voters permanently shifted to other places get another mark. Duplicate entries occur when a voter is registered in two places and picks one. Cases where voters refuse forms fall under 'Others.'
Other districts with many uncollectables include Palakkad (2 lakh), Kozhikode (1.94 lakh), Malappuram (1.79 lakh), Kollam (1.68 lakh), and Kottayam (1.66 lakh). These figures reflect challenges in updating voter lists accurately ahead of elections.
