Canada Fast-Tracks Immigration for Foreign Doctors to Tackle Healthcare Shortage
December 10, 2025
Canada is launching a quick immigration path to keep international doctors working there. Immigration Minister Lena Metlege Diab said a new Express Entry category will begin in early 2026. This category is for foreign doctors with at least one year of recent Canadian work experience. Express Entry is Canada’s system for selecting skilled workers for permanent residence.
The government will also set aside 5,000 federal spots for licensed doctors nominated by provinces and territories who have job offers. These doctors will get a fast 14-day work-permit process, allowing them to practice while waiting for permanent residency.
Data from the Organisation for Economic Co-operation and Development shows Canada had 3,900 India-trained doctors in 2021. Some estimates suggest the actual number could be between 8,000 and 10,000. This new move is part of Budget 2025’s plan to fill jobs and support a stressed health system. Last year, nearly one in six Canadian adults said they did not have a regular healthcare provider.
The new immigration openings cover family physicians, general practitioners, and medical and surgical specialists.
